  Case Summary Plaintiffs, a group of Pennsylvania voters, brought suit against two Pennsylvania counties and the city of Philadelphia claiming that the receipt of private federal election grants violateed the Help America Vote Act, the National Voters Registration Act, and the Supremacy and Elections Clauses of the United States Constitution.
